Job Description
The Executive Director is responsible for providing the overall leadership in research project management, infrastructure development and scientific investigation at Qatar Heart Research Center. In addition to managing the setting up and strategic planning of the QHRC, the incumbent will lead and develop a team of scientists and researchers to conceive new methods, demonstrate clinical feasibility and help deliver new and relevant solutions targeting cardiovascular diseases. As the senior executive leadership and research position of the Qatar Heart Research Center (QHRC), the post holder will work as the focal point in coordinating with biomedical research partners in Qatar such as Weill Cornell, HMC, Shafallah Centre, Qatar University and the Supreme Council of Health in developing the overall Qatar Heart research program for Qatar Foundation and the Qatar Biomedical Research Institute in Doha.
RESULT AREAS
Develop a Qatar Heart Research Plan and Implementation Approach for 5 years to provide recommendations on the niche areas of research development and implementation for QF.
Prepare and lead the implementation of the annual budget and business plan for the QHRC to ensure achievement of its strategic objectives and support for QF’s vision and mission.
Develop and implement Project Management activities, programs and initiatives for setting up the Center’s infrastructure and laboratory facilities to ensure achievement of set project targets.
Advice on the conceptualisation of the QF’s Biomedical Research Building which will house the QHRC, review and provide input to the structural and construction requirements to ensure the building and facilities meet QF’s requirements.
Liaise with other QF – Directorates on required support, budget and other project resources to ensure that timelines, quality and budget targets are met to deliver programme objectives and goals.
Develop and implement policies and procedures for the safe conduct, compliance and regulatory issues of scientific research in cardiovascular research.
Develop research communication and multidisciplinary research programmes with synergies to ongoing research programmes to achieve an international standard for science and research activities in biomedical research.
Develop and maintain relationships with existing research partners in Education City and the State of Qatar to create joint programmes for the benefit of the QHRC while recognising their autonomy and interest.
Assist with the integration of individual projects into a cohesive overall programme and coordinate with other QF Research initiatives in the division, Education City and nationwide to ensure research and technology standards are met.
Proactively develop collaborative relationships with biomedical research, pharmaceutical partners, government officials and religious leaders to ensure QHRC’s input on research ethics, policy and regulatory.
Establish relationships with international research institutions or research ratings organisations to perform independent assessment on QHRC’s scientific research activities to create and ensure significant impact on national, regional and world stage.
Identify, recruit, develop and motivate a team of Principal Investigators to carry out research for approved programmes in accordance with the Qatar Heart Research Plan.
Oversee and/or actively participate in basic and applied research and feasibility of QHRC research solutions to ensure the Center achieves its mandate and achieves its capacity building programme targets.
Conceptualize and undertake activities to seek and secure external funding for research activities to complement resources and funding by QF.
Develop, follow up and update the status of research activities, programmes and the master plan to ensure effective monitoring and control.
Prepare progress reports to update QF-Research Division, cross functional teams and the Strategic Research Board on project and Institute performance, activities, etc. and identify and recommend improvements.
Create a network of research and a world class reputation in cardiac research through published research, training events, and conferences.
Direct and foster the publication of research reports and seminar papers from research that contribute towards high impact peer-reviewed publications and conferences.
Act as a major network research hub as part of QF/Magdi Yacoub Research Network and actively participate in the expansion of that network.
Desired Skills & Experience
The successful candidate will be an experienced chief scientist who has run and developed cardiac research programs/centers. Flexibility, initiative, and the ability to work in an environment of sustained change are essential.
Education and Training
A Senior Cardiologist or Cardiac Surgeon with a PhD in sciences or equivalent cardiac research experience.
Proven ability in managing research centers in the cardiac and cardiac research field.
Experience and job related knowledge
Demonstrate a successful record of developing and leading research programs.
Demonstrate a record of effectively managing research budgets of at least USD$10,000,000.00/annum.
Demonstrate having led and developed research program teams (i.e., including mentoring of scientists, post docs, and PhD candidates).
Provide evidence of a strong record of publications, conference papers, reports and/or professional and/or technical contributions in the relevant scientific discipline.
An outstanding contributor to original science.
Understanding of internationally accredited research quality standards and systems and how to apply them at an institutional level.
Understanding of institutional review boards/ethics governance bodies and how to structure, facilitate and apply their direction at an institutional level.
Abilities & Aptitudes
Excellent interpersonal, verbal and written communication skills (English essential with Arabic highly desirable) in a multi-disciplinary team.
Ability to inspire colleagues and juniors to a vision of research.
Excellent organizational and management skills.
Financial awareness – budget management.
The ability to initiate and coordinate multiple priorities and to work effectively in an environment of sustained change.
The individual will be a change manager with the ability to inspire others with a compelling sense of direction that will enable progress and deliver success.
