Job Description
Provide leadership to the Material Management team in planning, directing and coordinating the overall activities of the function in compliance with the Company’s standards, policies and procedures. Provide support for Project Management and Construction teams to proactively ensure that targets and objectives are accomplished. Ensure that Materials Management resources are deployed as necessary to support the needs of the projects.

Primary Duties

 Comply with HSSE policy, procedures and legislation performance of duties.

 Ensure compliance of subordinates with HSSE policy, procedures and legislation performance of duties.

 Implement health and safety procedures. Operate tools, equipment, and machinery as per safety procedures.

 Prepare and obtain client approval for the Project Materials Management Plan and other associated documentation as part of the project execution plan.

 Ensure adherence to the project execution plan and that key activities are performed in the right sequence.

 Oversee the resolution of key critical areas and discrepancies. Manage control measures to ensure risks, inaccuracies and discrepancies are highlighted, addressed and resolved.

 Oversee and manage surplus disposal in the most optimized manner.

 Review, monitor and recommend enhancement of the current IT software including inventory control system, materials information system etc.…

 Provide expertise, advice, and direction for project and field material management to ensure the overall organizational effectiveness among all the functions responsible for the material management process.

 Ensure materials availability on site to meet the construction schedule. Coordinate the resolution of all supply chain issues related to material availability, transportation and receipt of materials.

 Oversee the improvement of forecasting activities and methods in order to maintain effective inventory levels.

 Develop and maintain current procedures, systems and best practices for demand planning and forecasting to ensure that the material requirements are effectively met.

 Interface and coordinate with client in areas related to material forecasting, demand and operational planning.

 Review the initial master schedule, detailed timing, sequence and actual progress to ensure that the materials meet the required delivery dates.

 Interface between Construction and Procurement to identify, requisition and establish delivery dates for material requirements resulting from design changes, rework, scope changes in Engineering take-offs.

 Review plans at the jobsite for adequacy of material warehousing, maintenance, control and handling. Ensure efficiency of all material issue to Construction.

 Plan warehousing and laydown requirements as required.

 Coordinate with Construction and Engineering the plans for material identification, material availability in support of installation plans, and equipment requiring special handling at site.

 Provide analysis of inventory accuracy, inventory levels against targets, on time shipping and minimization of surplus, waste and scrap.

 Participate and assist during internal and external audits (Client/ PIL) and implement necessary actions to ensure compliance with procedures and policies.

 Manage, lead and supervise the overall project Material Management activities.

 Lead the Materials Management team by example to continuously improve processes and procedures. Ensure that overall team is well organized and controlled to effectively support projects.

 Manage the development, training, and performance of project Material Management team and recommend career path for subordinates.

 Set-up, recommend and oversee Materials Management function training requirements.

 Consolidate reviews of staff performance for submission in form of recommendation to management.

 Identify, request and provide Materials Management resources based on the workload and projects requirements.

 Represent the Materials Management function in management meetings.

 Supervise, evaluate, and train subordinates.

 Supervise sub-contractor staff / labour, Material Controllers, Warehouse Controllers, Riggers and Drivers.

 Establish, and maintain an organizational structure and staffing to effectively accomplish the organization's goals and objectives; recruit, train, supervise, and appraise staff.

 Develop and monitor the annual departmental budget including goals and objectives.

 Develop and enhance the Materials Management procedures, processes and systems for effective operations.

 Comply, implement & adhere to the Materials Management Policies and Procedures.

 Provide strategic direction for company-wide Materials Management efforts.

 Develop and manage the project Material Management team including setting targets and monitoring performance.

 Assist in the development and enhancement of Material Management processes and systems for effective operations.

 Participate with PIL leadership in the establishment, communication and implementation of business strategies and goals.

 For Surplus Sales, The Following Duties Apply

• Review and approve Inquiry Bidders' List (IBL).

• Oversee bid opening in line with corporate/ project guidelines.

• Review and approve commercial bid tabulation as per project Delegated Authority Matrix (DAM) and Delegated Authority (DoA).

• Conduct and oversee commercial negotiations with the buyers.

• Review and approve Award Recommendation as per project Delegated Authority Matrix (DAM) and Delegated Authority (DoA).

• Review and approve Sales Order.
Job/Cost Impact

Contribute to the overall Materials Management function related to project execution, manpower allocation & development, materials planning & analysis, systems & procedures implementation, with significant impact on project's schedules and cost.
Decision Making Authority

Responsible for all decisions related to Materials Management function. Consult with project & Construction Management on issues related to operational performance affecting project scope.
Supervisory Responsibility

Supervise the team of material managers, senior and junior controllers, warehouse controllers and direct subordinates on their daily operation.
Work Contacts

Frequent communication with internal departments as well as external stakeholders including Procurement, Expediting, Logistics, Site Construction team, Quality, Project Management, Planning, Sub-contractors, Drivers, Riggers and Client.
Physical Effort and Work Environment

Work is normally preferred in a typical international office environment. Job involves travel to various job sites.
Minimum Requirement

Bachelor Degree in Engineering (preferably mechanical or electrical) plus 20 + years of relevant experience in materials management preferably with EPC Oil and Gas industry. A minimum of 5 years in an equal role and have managed and coordinated relatively large scale activities and supervised a team of managers.
