Job Description
The Senior Director Research & Development is responsible for developing and implementing strategies to enhance and extend the life cycle of military vehicles inventory, execution of special projects, and overall management of the Calibration Laboratory, Failure Analysis Laboratory, Design Modeling and Simulation Laboratory, and Systems Integration Laboratory. Provides broad policy concepts, overall objectives, areas of continuing or special concern, general philosophies, and approach and has wide latitude for independent consideration and action in developing proposed technical solutions.

Principal Accountabilities

(Typical duties include the following, although specific duties vary by assignment or contract)
Directs research and development strategies and programs, including developing and sustaining a high-performance research, development, and engineering center, and attracting and retaining leading engineering and scientific staff.
Serves as a technical expert in the adaptation of high technology for wheeled and tracked vehicles and related weapons systems. As such, the Senior Director serves as a consultant and provides scientific, engineering, and other technical advice
Develops technical reviews and reports on new technology that will affect the future of defense land systems, and on scientific and technological advances that should be anticipated. Present and support proposals and programs for the application of new technologies. Provide recommendations on whether proposed objectives, goals, and programs should be continued or abandoned.
Serves as a technical expert in the application of advanced theories, concepts, principles, and processes for the development, modification, and selection of various military land systems, and is a specialist in the automotive sciences. The work includes the design, development, testing, selection, and technical assessment of tracked and wheeled vehicles and associated support systems
Provides technical solutions to complex technical issues including developing and presenting compromises between the most desirable application of engineering or scientific principles within the constraints costs, priorities, schedules, and other factors.
Guides the RD&E Center laboratory staff in systematic, critical, intensive investigations directed toward the development of new or fuller knowledge of a wide variety of technical problems presented for study. This work involves theoretical, taxonomic, and experimental investigations or simulations of experiments and conditions to determine the nature, magnitude, and interrelationships of natural and social phenomena and processes. Develop the principles, criteria, methods, and data for use by other scientists and engineers. Provide technical assessments on existing or contemplated equipment and systems and recommend actions to counter enemy measures and countermeasures.
Conducts technical studies to determine how new technologies can be integrated into existing systems and equipment to improve utilization or to meet changing mission needs. Integrate equipment, materials, processes, procedures, and techniques to substantially improve or extensively modify existing weapons systems.
Identifies critical technical problems which affect operational readiness and quickly develop solutions. Constantly monitor equipment maintenance concepts and procedures, identify shortcomings, and develop and present solutions for improvements.
Evaluates solicited and unsolicited proposals for feasibility and utility to meet requirements and recommend promising proposals for development and testing. Develop excess production capacities within the RD&E Center that will allow for commercial business ventures to be explored and established.
Constantly seeks ways to improve operational safety, system performance, and training effectiveness. Give special attention to methods of achieving operation and support cost savings.
Integrates and coordinates the efforts of RD&E Center engineers and scientists in formulating concepts and proposals for consideration in improving capabilities.
Performs other duties as assigned.
Knowledge & Skills
Knowledge of the current state and direction of research, development, and testing of emerging technologies in vehicle chassis, power, energy, propulsion, mobility, materials, armaments, signature management, airflow, coolants, lubricants, alternative fuels, electronics, architecture, loading, wear, robotics, simulation, tracks, track pads, track bushings, and force projection.
Demonstrated ability to critically evaluate materials and systems from a scientific or engineering point of view in order to determine actual or potential weaknesses or deficiencies, and to evaluate unexploited or underutilized features.
Knowledge in ISO 9000, ISO 9001, ISO 17025 and ISO 15288 is required.
Must have the ability to identify process and work flow improvements.
Strong leadership, alignment and interpersonal skills.
Proven track record of delivering results on schedule.
Ability to manage a multi-cultural, diverse group of people, motivate staff and develop team.
Should demonstrate analytical thinking and be able to translate vision into action.
Possess expertise in determining short-term, mid-term, and long-term impacts of new concepts, new systems, and components as they relate to military requirements.
Experience & Education
Bachelor’s degree required in one or more of the following engineering and scientific disciplines: chemical engineering, chemistry, computer science, electrical engineering, electronics, industrial engineering, materials engineering, mathematics, mechanical engineering, metallurgy, operations research, petroleum engineering, physics, and statistics. Advanced degree is desired.
Professional registration with recognized engineering association or body is desirable.
10-12 years' experience as a senior engineer or scientist in the management of a laboratory or research, development, and engineering center engaged in the design, modification, or adaptation of military tracked and wheeled vehicles and other weapons systems for use by land forces is required.
A thorough understanding of and working experience with the principles and practices of military material acquisition processes and systems acquisition methodology is desired.
Experience working with engineering and planning applications such as Ansys, Windchill, Primavera, Creo is desirable.
Physical Requirements/Working Environment
Normal office working environment in HVAC controlled facilities.
Military facility located in semi-remote secure location.
UAE is an arid desert environment.
Facilities are combined office/workshop design.
Travel
Requires daily travel to military facility which is approximately 40 miles each way.
